The target group would be anyone living in the city that needs an easy way of transportation around the Hague. However tourists that would like an easy way of viewing the city without having to stress about catching a ride. Tourists would get an easy view of the city (as the bike is only partly covered). The benefit here is that it covers the whole city, and slowly can expand into a great network of bike taxis around the whole world, the area is dependent on the number of riders and drivers.
